On April 6, 2000, the Department of Education amended the Federal Perkins Loan program to replace all references to the term "Direct Loan" with the term "NDSL" in order to eliminate confusion between the National Direct Student Loan (NDSL) program and the William D. Ford Federal Direct Loan Program.

The April 6th memo contained an effective date of May 8, 2000. On May 5, 2000, the Department issued a correction to announce the correct effective date as July 1, 2000.
