Subject: ECSI Safeguard Procedures for IRS Skiptracing

Once a Federal Perkins (National Defense/Direct) borrower's address is determined to be invalid ECSI notes the account with a address code "AB" which stands for address bad.

Once a month ECSI searches your entire file for address codes "AB". The system changes code "AB" to address code "AS" which stands for address skip-trace and generates a list of these accounts. ECSI then forwards the list (Report 16p) to the school for your submission to the IRS.

Once the information is received by ECSI from the school, the address is changed and the computer automatically removes the address code "AS". There is no longer any record of the address source.

Once all addresses have been updated the source document is stamped and dated "Processed by ECSI", and it is immediately returned to the school for their final disposition.

This information is used only for the location of delinquent Federal Perkins/NDSL borrowers. Joanne Russell is the only person at ECSI that will have access to this information.
